We will not have an efficient fireground operation if all decisions must come from the top down in the form of explicit control by the incident commander. While it is critical that decision-making authority be pushed down to the lowest levels, we have to accept that not everyone is a natural decision maker. Complete information is often lacking. When confronted with uncertainty, and with little time for analysis, some people find making critical, timely, decisions are very challenging.
