When we are developing standard operating guidelines (SOGs), it is wise to provide for a general approach in the form of strategic objectives. In general, our strategic objectives follow a logical system: 1. Save life. 2. Stabilize the incident. 3. Conserve property. These objectives are easily remembered, address our priorities for managing an incident, and are general enough to allow an incident commander to choose a specific plan.
