Watson notes in War on the Mind that weapons research has concluded that the weapons that pose a direct threat to the individual are more psychologically effective than "area" weapons. Thus, the sniper is more effective than a hail of machine-gun fire, and the precision-guided bomb is more effective than the artillery barrage. The more accurate the weapon, the greater the fear it inspires. As Watson puts it: "Fear equals accuracy, noise, rapidity of fire--noise being the only truly non-lethal characteristic that is feared."
