We need precision control. The rule is that you do not fire any faster than you can hit the target. Is there a tendency upon occasion for police officers to fire faster than they can hit? You better believe it. When in a life-and-death struggle, it is not uncommon for a police officer, soldier or civilian to fire as fast as they can and as long as they can until the target goes away. Sometimes this is called "the spray and pray" response.
